    Duties and Responsibilities

    POSITION PURPOSE

    Oversees Federal Aviation Administration (FAA) regulations for mandated drug and alcohol testing under the Department of Transportation for the Company.  Collects, manages, and validates compliance for all company employees. Manages the maintenance of PRIA files for pilots.  Oversees parking passes for all eligible associates, as well as, oversight of all Criminal History Records Checks (CHRC)/SIDA access.

     

    ESSENTIAL DUTIES

    • Leader responsible for designing and implementing applicable compliance related programs, handbooks, policies and procedures.
    • Leads and administers Drug & Alcohol Testing Program for all employees, as well as the PRIA program.
    • Ensures compliance measures are aligned with applicable statutory requirements such as fingerprinting, clearance requirements, I-9 & E-Verify employment eligibility verification, corporate badging and/or necessary occupational licenses and registrations.
    • Leader and SME for all matters related to pre-employment, random, and reasonable suspicion testing requirements, including providing guidance and training to management team.
    • Supervises and mentors Designated Employer Representatives in administering the Drug and Alcohol Testing Program; acting as a liaison with drug and alcohol testing service agents (FAA, DOT, collection sites, labs, MRO’s, EAP program); and pulling, scheduling and recording random D&A tests.
    • Leads and ensures necessary actions outlined by FAA/DOT regulations and Company policy regarding unsatisfactory tests results that could include addressing employees in safety sensitive duties; following company policy in regards to the consequences of a positive test result or refusal to test, and making necessary decisions in the testing and evaluation process.
    • Supervises and mentors PRIA Coordinators/Compliance Coordinators in conducting background checks and monitoring results to ensure findings are compliant with FAA regulations and company policy and assisting Talent Acquisition with the processing and planning new hire orientation.
    • Proactively develops, analyses and maintains monthly metric requirements to tracks various data in forms, excel and Workday pertaining to the Compliance.
    • Develops, implements and maintains DOT required Drug and Alcohol Training Program.
    • Prepares and delivers successful audits, including TSA and annual on-site DOT compliance audits.
    • Work collaboratively with business leadership teams to proactively develop strategic objectives for internal investigations, local employment compliance, employment contract management, federal regulation compliance. Identify compliance issues and consult appropriate business partner(s) to address difficult issues that may require additional follow-up or broad investigation.
    • Fosters the Company’s core values and culture throughout the work environment.
    • Screens, interviews and makes recommendations for hiring potential associates. Coaches and provides leadership, direction, motivation and supervision of direct reports.  Appraises performance, provides performance feedback, takes corrective actions and oversees training and development of staff.
    • Other duties as assigned or required.

     

    Requirements

    REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

    The requirements listed below are representative of the knowledge, skill, and/or ability necessary to perform this job.

     

    EDUCATION and/or EXPERIENCE

    • Bachelor's degree (B.A. / B.S.) in Business, Aviation Management or related field or equivalent combination of education and experience.
    • At least 5 years of related experience in compliance or related area.
    • Strong understanding of DOT regulations.
    • Certification as a Certified Designated Employer Representative (C-DER) or ability to obtain one within 6 months of hire.
    • Excellent communication, interpersonal, written and oral communication skills.
    • Strong Team player with successful track record of being a People Leader and Mentor.

     

    PREFERRED EDUCATION and/or EXPERIENCE

    • Previous compliance experience in the airline industry.
    • Experience managing pilot qualification files.

     

    LANGUAGE SKILLS

    Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.  Ability to write reports, business correspondence, and procedure manuals.  Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

     

    REASONING/PROBLEM SOLVING ABILITY

    Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

     

    DECISION MAKING

    Makes decisions daily on use of resources, performance and budgets.  Decisions could require additional expenditure of resources if not sound decisions.

    • Able to carry a company phone and be “on-call” after normal working hours to receive remote calls from management to communicate direction in emergency situations regarding drug & alcohol testing or other urgent matters.

     

    TRAVEL REQUIREMENTS

    Travel up to 10% of the time, including overnight travel.
